There are only 25 possible shifts, so try them all. This tool lists every result, and you simply pick the line that reads as normal language.
What shift does ROT13 use?
ROT13 moves every letter 13 places. Because the alphabet has 26 letters, applying ROT13 twice returns the original text, so the same step encodes and decodes.
What is ROT47 for?
ROT47 shifts a wider range of printable characters, including digits and punctuation, by 47 places. It scrambles more than ROT13, but it is still easy to reverse and is not real encryption.
